CALL TO ORDER

Vice Chair Horan called the meeting to order at 8:45 p.m.  He announced the exit locations in accordance with
Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.


RECOGNITIONS AND AWARDS

Officer Todd Mona and K-9 Primo: 2007 Daniel Wasson Memorial K-9 Award

Since Officer Mona was not available this evening, the Council will present this award at a future meeting when he can attend.

Beautification Commission: July 2008 Awards

Pat Sirois, the Chair of the Beautification Commission, presented the July award for outstanding residential landscaping to Lorraine Trinks of 35 Blackstone Lane.  The award for outstanding business landscaping went to First Merchant’s Group, 20 Connecticut Boulevard.

The Vice Chair thanked the recipients for their efforts in making East Hartford a more beautiful place to live, and thanked the Beautification Commission for their recognition of the pride that the residents have in their community.

OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS

Mayor Currey commented on (1) citizen support for the bond referenda as shown at tonight’s public hearing; (2) explained the state reimbursement of funds on the bond referendum for the various school improvements; (3) the proper allocation of funds through the bonding referendum; (4) the town’s A-1 bond rating and, with insurance, a AAA rating when bonds are sold; (5) the town’s newest grocery store, Aldi’s which is located on Silver Lane, opened Monday, August 4th; (6) the town passed the FEMA testing held on July 29th; (7) the $4M bond package for the dikes was approved by the State Bonding Commission today; (8) the new Colonel of the Army Corps of Engineers will be touring the Hockanum River and the town’s dikes on August 18th.

RESOLUTIONS

Capitol Region Natural Hazard Mitigation Plan

MOTION  By Barbara Rossi
                        seconded by Marc Weinberg
                        to adopt the following resolution:

WHEREAS, the Town of East Hartford in collaboration with the Capitol Region Council of Governments (CRCOG) has developed a Capitol Region Pre-Disaster Natural Hazard Mitigation Plan; and

WHEREAS, the Town of East Hartford has established and prioritized goals and strategies for reducing the loss of life and property from natural hazards that affect the region within the Capitol Region Pre-disaster Natural Hazard Mitigation Plan; and

WHEREAS, the Federal Emergency Management Agency/Department of Homeland Security has approved the Capitol Region Pre-disaster Natural Mitigation Plan, on condition of local adoption, enabling the town to apply for Hazard Mitigation grant funding.

NOW, THEREFORE, BE IT RESOLVED, that the Town of East Hartford Town Council hereby adopts the 2008 Capitol Region Pre-disaster Natural Hazard Mitigation Plan.

Reappointment of Robert Keating to the East Hartford Housing Authority

Corporation Counsel: Bid Waiver for Horton, Shields & Knox, P.C.

Town’s zoning regulations.

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION

Don Pitkin thanked the Administration for discarding brush and tree limbs from the corner of Rustic Lane and Oak Street.  Additionally, Councillor Pitkin commented on having grass cut in different areas in town.

Jason Rojas inquired on the possibility of paying taxes every three months, instead of every six months, in order to make the payment amounts more manageable.


OPPORTUNITY FOR RESIDENTS TO SPEAK

Roger Coleman, 22 Kenneth Drive, commented on the legal notices put in the newspaper by the town to notify the general population of Town Council meetings.
